Tens and ones
Make one ten from ten ones. Then explore hundreds and thousands.
It helps to count confidently up to ten.
Theory
Ten ones make one ten
Pack ten separate ones into one ten, then unpack it. The total is always 10; only the grouping changes.

1111111111A ten and one more
Pack a ten from eleven ones: one stays separate. In 11, the first digit counts tens and the second counts ones. Unpack the ten and check the total.

11111111111Two tens
Pack ten ones at a time: twenty makes two tens. Unpack them one at a time. Every exchange keeps the total at 20.

First explore exchanging ones and tens through 20. The same principle works with larger place values.
Ten tens make one hundred
Pack ten tens into one hundred and unpack it again. The total stays 100: ten smaller place-value groups become one of the next size.

Pack ten hundreds into one thousand and unpack it again. The total stays 1000. Return to hundreds and thousands after exchanging ones for a ten.
